Shapers were a group of generally neutral programs that were able to manipulate code. They were even able to manipulate Neo's RSI fragments into the shape of Neo's mental projection.
In the beginning of the Matrix Online, there was a race between the three main factions (Zionites , Machinists and Merovingians) to find shapers. Some have also been found and captured by a fourth organisatrion (which is l|er revealed to be led by the general), and used them to created false version of the agents and even more powerful versions similar in appearance to Neo.
